A legal dispute is heading toward the Court of Appeals involving the Oneida County Planning and Zoning Department and a town of Pelican property owner who had a concrete patio built on his land about 2 1/2 years ago without a permit less than 75 feet from the ordinary high water mark (OHWM) of Lake Thompson.
