What would be the steps to putting an Outside Web Cam on my patio deck?

I think it would be so cool for me to be able to See my own home 'Vegetable Garden' on the Web anytime I'd want to....while being here at work and Online : )

But how?
How much do Web Cam cost that "Reshes" say, every 5 seconds?
And is it hard to hook the Web Cam to Online?
